The Public Fundraising Regulatory Association (PFRA) was founded as a values-driven response to growing public concern about inconsistent standards in fundraising and the need for stronger guidance and accountability. It was created to provide a unified, charity-led voice for transparent, ethical, and responsible fundraising. One that reflects both the expectations of the public and the realities of those working on the front line.

For almost two decades, the PFRA has led the development, coordination, monitoring, and enforcement of fundraising standards in Aotearoa New Zealand. Our model of need-based self-regulation prioritises areas where effective oversight and consistency are most essential, such as face-to-face fundraising. 

Our work centres on building public trust, supporting professional fundraising practice, and helping charities engage meaningfully with the people who care most about their causes.

Our approach

The PFRA is a voluntary membership organisation, resourced and funded entirely by its members. We collaborate with charities, fundraising partners, agencies, industry experts, local councils, business associations, and government to protect the long-term sustainability of public fundraising in Aotearoa New Zealand.

Our approach to regulation is grounded in accountability and continuous improvement. We set and uphold the PFRA Code of Conduct for fundraising, which members must uphold and actively demonstrate through Accreditation. The annual accreditation process assesses adherence to the Code and recognised compliance and best-practice standards in both policy and practice.

Raising standards in public fundraising

We also work with industry experts to develop fit-for-purpose guidance, training and resources that help members create sustainable, high-quality fundraising outcomes. The PFRA monitors and promotes compliance with the Code of Conduct and manages complaints from the public, site managers, members, and fundraisers through a transparent and fair complaints process.

Where standards are not met, members are held accountable through a range of proportionate actions - from additional training, education, and guidance to the imposition of fines, penalties, or, in cases of serious misconduct, Sales Assured Registry (SAL) de-registration.

As the fundraising landscape continues to evolve – shaped by changing donor expectations, new technologies, and regulatory developments – the PFRA remains committed to strengthening the connection between charities and the public. Through collaboration, guidance, and continuous improvement, we help ensure fundraising remains trusted, professional, and sustainable - enabling charities to achieve their purpose and make a meaningful difference in communities across Aotearoa New Zealand and beyond.

The Public Fundraising Regulatory Association (PFRA) Constitution was recently reviewed to ensure it complies with the mandatory changes introduced under the Incorporated Societies Act 2022. Our Constitution continues to reflect the needs and expectations of our members, supporting the organisation to effectively carry out its purpose and powers.
